Water restrictions are having a major impact on commerical flower growers.
South Australian rose grower Kym Syrus says root stock sales to Victoria in particular are down 25 per cent this year.
He says growers are being forced to diversify production or get out of the industry.
Mr Syrus says many garden centres did not pre-order stock this year, because of uncertainty over water availability.
"As the winter rain started to come down we could almost track where there was a good 25mm or 30mm of rain, there was a little more confidence," he says.
"But I would say overall certainly the drought really has affected confidence in actually pre-purchasing".
